1.2 Description

1.2.1 Abstract: This file was digitized from a map entitled "Fire Protection Map of the Adirondack Forest; Based on Field Work of State Forest Rangers and on United States Geological Survey; Compiled by Karl Schmitt, Forester; State of New York Conservation Commission; 1916; Drawn, Engraved, and Printed at Matthews-Northrup Works, Buffalo, New York." Map data were traced onto a mylar overlay and digitized into a geo-referenced tic file in PC ARC/INFO 3.4D+ at the State University of New York at Plattsburgh, Remote Sensing Laboratory. Tic marks correspond to 15' USGS quadrangle boundaries as shown by latitude/longitude grid lines on the original map. This polygon coverage depicts Green Timber, Logged for Softwood Only, Logged for Both Soft and Hard Wood, Burned Over Area, Waste and Denuded Lands, and Open Land. The original map was intended to show relative amounts of slash and the resources available for fire suppression in 1916 for the Adirondack Forest. The outer boundary of the study area is defined by a digital file extracted from the watershed data layer developed during Phase I of the project.

1.2.2 Purpose: This data layer is part of a larger database designed to help evaluate watershed/wetland relationships and to enable examination of cumulative impacts within the study area. The project was funded by a grant from the U.S. Environmental Protection Agency to the NYS Adirondack Park Agency who subsequently subcontracted the digitizing of the 1916 Fire Protection Map for the Oswegatchie- Black River Watershed Study Area to State University of New York at Plattsburgh, Remote Sensing Laboratory.

1.2.3 Supplemental Information: The 1916 Fire Protection Map appeares to have value in verifying potential old growth forest stands and identifying historically fire-disturbed regions within the Oswegatchie-Black River Watershed Study Area. Neither point data (Telephone Instrument, Camp (with figures indicating number of men available), Store - supplies, Fire Fighting Tools, Observation Station, District Ranger, and Ranger Headquarters) nor linear features (Road passable by automobile, Road passable by wagon only, Trail, Telephone lines, and Rail lines) were digitized. Burn dates (1899 - 1915) were shown as general information not bounded by specific polygons and therefore could not be incorporated into the digital data. Polygons terminating on a shoreline were digitized to the center of the waterbody since the base map origin was unknown and waterbody delineations were not digitized from this map. The pen-on-mylar tracing was essential to enable editorial notes during digitizing and to reduce potential damage to the original map.

The geographic extent of the original map comprised the Adirondack Forest of 1916 and surrounding area. On the north is the Canadian Border, Lake Champlain forms the eastern extent, south to Saratoga Springs and Gloversville and west to Loweville. The Oswegatchie-Black River Basin outer watershed boundary developed during Phase I was used to extract only the map area pertinent to this project.

The original map is quite large (59" X 73") and was printed at a scale of one inch equals two miles. Printed in four horizontal sections, it was pieced together onto a linen backing. The match between abutting sections is not exact. The original map projection is unknown. Consequently, since the map was digitized into an existing tic file, RMS errors were relatively high: 0.047 to 0.052.

Map legends do not describe field work protocol, base map source, or cartographic methodologies. While the title suggests that boundaries are based on field work, it is not likely that precision mapping standards were employed. While the 1916 Fire Protection Map is a rare and exquisite map, geospatial data derived from this source must be somewhat suspect.

2 DATA QUALITY INFORMATION

2.1 Attribute Accuracy

2.1.1 Attribute Accuracy Report: Initial attribute assignation rules and methods used to determine polygon boundaries on the original hard copy map are unknown. Map legend descriptions were coded with a numerical value which was subsequently transferred to the pen-on-mylar tracing of the original map. The transfer of tic locations, polygon boundaries, and legend codes to the mylar overlay were checked by independent Quality Assurance/Quality Control (QA/QC) through direct overlay of the mylar onto the original map. Tics, polygons, and labels were traced beyond the outer Oswegatchie-Black River Basins boundary to ensure that the entire study area was included. Only the polygon label attribute VALUE and the arc User-ID were assigned by digitizing techniques. LEGEND was attributed based upon VALUE. These attributes were checked by the digitizer with both heads-up examination and hard copy printout with overlay onto both the original hard copy map and mylar tracing. All other attributes were software-assigned. Label attributes for VALUE and LEGEND were mandatory for all polygon label points. No dangle nodes were tolerated in the final digital file.

2.2 Logical Consistency Report:

All polygons required a label point with VALUE and LEGEND attributes. Because the entire file is bounded by the study area polygon (derived from the Phase I watershed file), no dangle nodes (i.e., incomplete polygons) were permitted. Polygon attributes were checked to ensure that no adjacent polygons possessed the same attributes.

2.3 Completeness Report:

Extensive QA/QC measures were taken for all steps of dataset creation. Each step required direct overlay upon the original map and QA/QC by two individuals. Identifiable mistakes will be corrected periodically or as needed.

2.4 Positional Accuracy

2.4.1 Horizontal Positional Accuracy
2.4.1.1 Horizontal Positional Accuracy Report: Positional accuracy, including map projection, is unknown for the source map. Tracing of polygon boundaries was carefully conducted, and it is expected that the tracing and subsequent digital line is coincident with the original map to plus or minus one pencil width (about 65 meters). The pen-on-mylar tracing of polygon boundaries, label values, and tic locations made of the source map was QA/QC'd by two individuals by direct overlay on the source map.
USGS 15' quadrangle corners were clearly identified on the source map. Digitizing was performed into the study area tic file developed during Phase I of the project. As many tics as possible were located during each digitizing session to remove uncertainties created from the unknown map projection, imperfect match between abutting map segments, unknown cartographic techniques used for source map creation, unknown printing parameters, and the unknown stability of the original map media. The large source map size required digitizing the study area in segments. RMS errors were relatively high: 0.047 to 0.052.
Where polygon boundaries coincided with shorelines, the boundary was altered (if the polygon did not already embrace the waterbody) to reflect the approximate pond (or lake) centerline. This was necessary to ensure that no sliver polygons through reinterpretation of shorelines were created when digital files were overlaid in subsequent analyses.
Digital polygon boundary QA/QC was conducted by creating a hard copy of the digital file and overlaying the hard copy onto both the mylar tracing and original map. The outer Oswegatchie- Black River basins watershed study area boundary was subset from the digital watershed file created during Phase I of the project. Following the polygon digitizing operation and combination of the file with the outer watershed boundary digital file, a hard copy was produced and QA/QC'd by two individuals for line placement, polygon completeness, and tic placement by direct overlay on the tracing and original map.

2.5.2 Process Step

2.5.2.1 Process Description:
Tics, polygons, and legend codes were traced from the source map onto a mylar overlay and the outer study area boundary was transferred to the overlay. The mylar overlay was QA/QC'd by two individuals. Polygon boundaries were digitized from the mylar overlay into the existing digital tic file (NFLSQUAD) with ARCEDIT. Arcs were added with a User-ID = 1, a weed tolerance of 3.0 meters, snapdistance of 20.0 meters and snaptype closest. The file was CLEANed (0.00 dangle, 1.219 fuzzy), an arc attribute table built, and a hard copy produced with ARCPLOT which was QA/QC'd by two individuals for digitizing accuracy and polygon completeness by direct overlay on the original map. OBOUTER was added to the file with an arc User-ID = 5 using IDENTITY and the combined file was CLEANed. Arcs were clipped to the outer watershed boundary. CREATELABELS was used to build polygon label points and the items VALUE and LEGEND were added to the label points. VALUE was encoded using heads-up digitizing in ARCEDIT. A hard copy plot was made and overlaid with the mylar tracing to check attribute entry. LEGEND received attributes based on VALUE. The digitizer checked for coding errors and dangle nodes with screen display. A final plot, with polygons shaded to reflect VALUE and LEGEND, was created and QA/QC'd by two individuals through direct overlay of the plot onto the original map. The coverage was copied (COPYCOV) onto a high density 3 1/2" floppy disk for transport to the NYS Adirondack Park Agency.
