1.2 Description
1.2.1 Abstract: This raster data set shows upland land cover derived from 1990 and 1992 LANDSAT thematic mapper data for the Oswegatchie-Black River basins watershed. Wetland land cover was masked from the satellite image data by rasterizing the ARC/INFO vector wetland files developed during Phase I of this project. The land cover file was created using a supervised classification with 1985-1986 color infrared aerial NHAP 1:58000 scale photography, USGS 7 1/2' and 7 1/2' x 15' topographic quadrangles, and field work as ancillary data. Land cover classes are: Deciduous, Mixed, Conifer, Deciduous/Open, Open with vegetation, Open, Cloud, Cloud shadow, and Wetland.
1.2.2 Purpose: This data layer is part of a larger database designed to help evaluate watershed/wetland relationships and to enable examination of cumulative impacts within the study area. The project was funded by a grant from the U.S. Environmental Protection Agency to the NYS Adirondack Park Agency who subsequently subcontracted the image processing for upland portions of the Oswegatchie-Black River basins watershed study area to State University of New York at Plattsburgh, Remote Sensing Laboratory.
1.2.3 Supplemental Information: Scenes used for this project were purchased as precision corrected products from EOSAT. EOSAT geo-referenced the original 30-meter resolution satellite data (reflective bands, 120 meter original resolution thermal band) and resampled it to 25 meter pixels.
The Old Forge 7 1/2' USGS quadrangle sample area was subset from the imagery and used to test standard image processing techniques. For the final Oswegatchie-Black River basins watershed upland land cover file, the July reflective bands were classified for each of the two scenes covering the study area. Pixels obscured by July clouds and cloud shadow were reclassified with May reflective bands. The classified northern and southern files were then stitched together and a classification accuracy assessment was performed on the unified GIS land cover file. This file represents land cover classes for the imagery date but does not necessarily reflect land use. LANDSAT data may be used for regional assessments but should not be used for pixel-specific analyses.

2 DATA QUALITY INFORMATION
2.1 Attribute Accuracy
2.1.1 Attribute Accuracy Report: Land cover attributes were assigned to each raster cell based upon image processing techniques. Corroborative data consulted during processing included 1985-1986 color infrared NHAP 1:58000 transparencies, USGS 7 1/2' and 7 1/2' X 15' topographic quadrangles, and field work. Attributes were qualitatively assessed throughout all steps of image processing by comparing screen displays of classified images to air photos, maps, and field notes. Coding reflects land cover, not land use, classes.

2.1.2.2 Attribute Accuracy Explanation: Accuracy assessment pixels were chosen based upon interpretation of 1:58000 1985-1986 NHAP air photos, field work, and field notes on USGS topographic maps. The primary emphasis for accuracy assessment pixel selection was on areas that could be clearly identified on both the air photos and the LANDSAT imagery. Classification accuracy pixels were chosen with on-screen digitizing using ERDAS DIGSCRN and ERDAS POLYCAT and CLASERR were used to perform the accuracy assessment (see the following two pages for the Classification Error Matrix and the Classification Accuracy Report).

calculated class created from image processing observations. Consequently, any accuracy assessment pixels for this class

2.2 Logical Consistency Report: Wetlands and Background (i.e. raster cells outside the study area) were coded by masking the classified image with the rasterized ARC/INFO wetlands database produced in Phase I of the Oswegatchie-Black River basins watershed project. All other raster cells possess a one-digit code indicating upland land cover type or no data (due to cloud cover, cloud shadow, or pixel dropout) as derived through image processing techniques.
2.3 Completeness Report: Considerable care was taken in extracting training samples, refining image processing procedures, and assessing image classifications. By its nature, image processing from LANDSAT data is not designed for pixel-specific inquiry but for regional assessments. The rule of thumb is to rely on pixel
clusters of 8 pixels or more. However some patterns, such as pixel strings along shorelines or coincident with
roadways or mottled patterns such as forest sprinkled with open pixels, while not in pure 8- pixel clusters may

2.4 Positional Accuracy

2.4.1.1 Horizontal Positional Accuracy Report: LANDSAT scenes were purchased as precision corrected products geo-referenced to the Transverse Mercator coordinate system (with the same projection parameters as the Universal Transverse Mercator Zone 18 projection). Superimposition of wetland vector files developed during Phase I of the Oswegatchie-Black River basin watershed project demonstrated an inconsistent match between the precision-corrected satellite data and other geo-referenced data. Adjustments to the satellite imagery file coordinates were made in an effort to remove most alignment problems as noted in "Watershed Influences on Wetlands in Adirondack Ponded Subcatchments: A GIS Characterization of the 400,000 hectare Oswegatchie-Black River Watershed, Final Report."

Copy imagery in ERDAS format to 8mm tape at Adirondack Park Agency.
Copy imagery from 8mm tape to SUNY-P with TDRAW and DOS Copy (binary files option).
Use PC ARC/INFO-ERDAS Live Link, CURSES, MAKEFIL, SUBSET, and FIXHED to create a rasterized wetland file subset (SWWTL), a May LANDSAT imagery subset and a July LANDSAT imagery subset that possess the identical size (both pixel size and file size), file and real world coordinates.
Combine (with ERDAS MAKEFIL and SUBSET) May and July LANDSAT subsets into one 12-band subset with only the May and July reflective bands (i.e., bands 1, 2, 3, 4, 5, and 7).
MASK out wetlands from the 12-band image file with SWWTL to create SOBXWTL.
Use DIGSCRN to take signature samples from SOBXWTL and check within and between class signatures using ELLIPSE and CMATRIX. Extract signature statistics with SIGEXT. Take additional signature samples as necessary. Regroup signatures with SIGMAN and use for image classifications.

SEARCH UPL07B Cloud07 and Cloudshadow07 plus 3 pixels to UPL07C then RECODE to JULCLDNA (0, 1, 2, 3 = 1 (July cloud/cloud shadow); 4 = 2 (no July clouds/cloud shadow)). MASK the 12-band image file NWOBXWTL with JULCLDNA to create JCLDMSKN, preserving only the imagery beneath the July cloud/cloudshadow.
MAXCLAS JCLDMSKN to JULCLDNB with the classes Deciduous, Conifer, Mixed, OpenVegetated, Barren, Cloud05, and Cloudshadow05. Maximum Likelihood classifier, no processing of 0's, no first pass parallelepiped classification, no a priori values, and request the creation of a probability file. Visually check classification over NWOBXWTL May image using CLASOVR and discover that some Cloudshadow05 should have been classed as Conifer. THRESH 91.16% of Cloudshadow05 to Conifer (MAYCONIF).
OVERLAY UPL07A + JULCLDNB + MAYCONIF to UPL07C with maximum value dominating. RECODE UPL07C to UPL07D to regroup classes and prepare for accuracy assessment. SCAN UPL07D to UPL07E (majority option, 3 X 3 rectangle, do not scan 0s, initialize border with 0) to remove any "salt-and-pepper" pixels introduced with the May classification of July cloud cover. OVERLAY UPL07E + NWWTL to cut out study area only and RECODE it to match SOBUPLND, creating NOBUPLND. MASK NOBXWTL image file with NWWTL to isolate the study area, creating NOBXWTL.
Select accuracy assessment pixels using DIGSCRN on the Number Four, Newton Falls, Harrisville, Beaver River, Eagle Bay, and Big Moose quadrangles. Use POLYCAT and CLASERR to perform accuracy assessment.
Unified Land Cover File
READ SOBXWTL and NOBXWTL and visually check overlapping areas of SOBUPLND and NOBUPLND with CLASOVR.
STITCH SOBUPLND + NOBUPLND to form UPLANDA. MAKEFIL and SUBSET NOBUPLND to create NOBUPLA, the northern land cover GIS file with file dimensions of UPLANDA. OVERLAY NOBUPLA onto UPLANDA to UPLANDB with the northern file Deciduous and Conifer dominating all southern classes except Deciduous/Open and Wetland from both files superseding all other classes. RECODE UPLANDB to group classes, creating OBUPLAND.
Classification accuracy files for northern and southern land cover files updated with DOS EDIT to correspond with
OBUPLAND class values and appended together with DOS COPY (CLASSACC). DOS COPY and EDIT used to
separate CLASSACC into two separate files (CLASSACA, CLASSACB) to accommodate ERDAS limitations for a 512
maximum number of classification accuracy pixels per file. Run POLYCAT and CLASERR on both CLASSACA and
CLASSACB and summarize results manually.
