1.2 Description

1.2.1 Abstract: An Arc/Info coverage of the watershed boundaries within the Oswegatchie River and Black River Drainage Basins of New York State Adirondack Park, including the watersheds of all major lakes and ponds as delineated from their outlets. Ponded waters are those listed by the New York State Department of Environmental Conservation Biological Survey Unit (DEC.) Boundaries were delineated on the most current topographic maps available at a scale of 1:24000 or 1:25000. The data set was hand digitized. Individual quadrangle coverages were edge-matched and map-joined into a single coverage consisting of 1252 watershed polygons. Line, polygon, and region topology were built. Arc/Info regions were used to delineate watersheds composed of multiple subwatershed polygons. Watersheds were coded with US Soil Conservation Service (SCS) 11 digit hydrologic watershed unit code, with a three digit code appended to the 11 digit code to create a modified SCS 14 digit identifier, and with DEC pond numbers.

1.2.2 Purpose: Use to determine areas for characterization of wetland attributes and for attribution of water quality data associated with the ponded waters.

1.2.3 Supplemental Information: The data set was hand digitized using PC ARC/INFO 3.4D and 3.4D+ by staff of the Remote Sensing Laboratory at SUNY - Plattsburgh (SUNY) from paper original United States Geological Survey maps. Maximum allowable RMS was 0.003, snapdistance 20.0 meters, snaptype closest, weed tolerance 3.0 meters, and a fuzzy tolerance of 1.219 meters. Hard copies of the coverage at 1:24000 or 1:25000 scale (arcs and dangle nodes) were carefully checked against the topographic manuscript for digitizing accuracy by three individuals. DEC Pond number attributes were obtained by intersecting the polygon coverage with a point coverage derived from Adirondack Lakes Survey Corporation database, NY DEC Biological Survey pond centroids. The coverage was exported to the New York State, Executive Department, Adirondack Park Agency (APA) running Arc/Info version 7. Polygon boundaries and pond labels were verified, region topology was created for watersheds consisting of multiple polygons, and additional attributes were added.

2 DATA QUALITY INFORMATION

2.1 Attribute Accuracy
2.1.1 Attribute Accuracy Report:
Arc attributes consisted of a user-id and symbol values for line drawing. Arcs were displayed on screen and in hardcopy at 1:70000 scale with line color and symbology to verify correct attribute values. Polygon attributes consisted of the DEC pond number, the SCS 11 digit number, and the APA 3 digit subwatershed number. All polygon attributes were visually checked on screen and with 1:70000 scale check plots. In addition, when creating regions, polygon attributes were referenced with inconsistencies flagged to a text file. Region attributes for region subclass watershed consisted of a user-id, the DEC pond number, and the APA 3 digit subwatershed number. Regions were selected to verify user-ids matched polygon user-ids. POND and SUBWS attributes were checked against relate tables for consistency. An Arc macro was written to map all watersheds with blank pond numbers. An Arc macro was written to plot watersheds with attributes displayed.

2.2 Logical Consistency Report:
POND, SUBWS, and user-id attributes in polygon and region attribute tables were checked for logical consistency using Arcplot to logically select and display regions and polygons. Arc/Info macros were written to create watershed regions from multiple polygons using POND, SCS-11, and SUBWS attributes. These attributes were compared to a text file containing logical relationships between the attributes. Where the coverage was inconsistent with the table, the problem records were reported to an error file and subsequently corrected.
2.3 Completeness Report:
Extensive quality assurance/quality control measures were taken for all steps of dataset creation. It is expected however, because of the hierarchical nature of subwatersheds and its representation in the region data model, a few mistakes may be present. Identifiable mistakes will be corrected periodically or as needed.

Mistakes were corrected and errors were minimized. Potential for error occurred largely in areas of little topographic relief (flat) or where the exact pond outlet location was indistinct. In several instances more than one outlet was present for an individual pond. Errors were minimized by using collateral 1:24000 black and white photography and using the ALSC field notes defining locations of inlets and outlets.

2.5.2.1 Process Description: A basemap was prepared for watershed labeling by combining the watershed polygon coverage (OBWSHD) with coverages of quadrangle boundaries, DEC pond ID numbers, and pond locations as reference. The pond locations were taken from a separate file locating pond centroids developed by the DEC Biological Survey Unit (coverage FINALPDS). The entire watershed area was plotted at 1:70000 which proved to be a workable scale for labeling. The pond locations were verified on the original topographic maps and corrections made. For instance, some polygons had no pond location labels or had two labels because either the watersheds were small or the label locations were in error in the locator file. For polygons that contained no ponds because the pond was outside of the Park, the polygon was identified with an 'X'. After QA/QC, two sets of maps (4 sheets each) were printed for the two independent labelers.

3.1 Indirect Spatial Reference:
Watersheds are defined by the Arc/Info Region data model. Regions allow nested or overlapping polygons to be represented as a single set with a unique attribute record. This is ideal for ponded watersheds. As ponds may have many upstream ponds that flow into them, the ponded watershed may have many subwatersheds that compose the larger drainage basin. Regions enables the overlapping watersheds to be stored in one coverage while sharing common arcs that define basin outer boundaries. The polygons in this data set represent the surface area that drains immediately into a pond without flowing through any upstream ponds. Each polygon contains a unique software-placed label point. Regions in this data set represent the entire surface area that drains into a pond including the area that flows through all upstream ponds. Each region is stored as a software-addressable table of polygons with a separate region subclass attribute table.
