1.2 Description
1.2.1 Abstract: A 7.5' USGS quadrangle-based coverage developed on PC ARC/INFO 3.4D and 3.4D+ at the State University of New York at Plattsburgh, Remote Sensing Lab (SUNY-Plattsburgh). Wetlands were delineated on 1:58000 color infrared NHAP imagery, transferred to orthophoto overlays using a B&L Stereo Zoom Transfer Scope, and either hand digitized or scanned into PC ARC/INFO format. The outer boundary of the study area is defined by a digital file extracted from the watershed data layer. This wetlands database consists of both polygon and linear features labeled by National Wetlands Inventory conventions. Extensive quality control and quality assurance measures were taken (see section: DATA QUALITY INFORMATION). The 48 individual quadrangle files were exported to ARC/INFO 7.0 New York State, Executive Department, Adirondack Park Agency (NYS APA) and were added as a layer to the O/B ARC/INFO Library.
1.2.2 Purpose: The wetlands database is part of a larger database designed to help evaluate watershed/wetland relationships. The project was funded by a grant from the U.S. Environmental Protection Agency to NYS Adirondack Park Agency who subsequently subcontracted the development of the wetlands data to SUNY-Plattsburgh.
1.2.3 Supplemental Information: Nineteen quadrangle-based wetland coverages (Beaver River, Big Moose, Bisby Lake, Black Creek, Copper Lake, Eagle Bay, Fine, Five Ponds, Limekiln, Nehasane Lake, Old Forge, Oswegatchie SE, Oswegatchie SW, Otter Lake, Soft Maple Reservoir, Stillwater, Stillwater Mountain, Thendara, and Woodgate) were scanned by Computer Sciences Corporation, Rockville, Maryland. The remaining 29 quadrangles were manually digitized from orthophoto wetland boundary overlays into individual quadrangle files consisting of the quadrangle boundaries and four bounding tics using PC ARC/INFO (see 1.13 Native Data Set Environment). Maximum allowable RMS was 0.003, snapdistance 20.0 meters, snaptype closest, weed tolerance 3.0 meters, and a fuzzy tolerance of 1.219 meters. Hard copies of the coverage (arcs, dangle nodes, label points) were carefully checked against the orthophoto wetland overlay for digitizing accuracy by two individuals. Wetland labels were added as label components using a digitizer menu customized for this project. The orthophoto label overlay was placed over a hard copy of the wetland coverage (labels and arcs) and labels assigned on the digitizer. Wetland label columns were concatenated into a unified wetland label using dBase IV. A hard copy of the wetland coverage was made showing NWI wetland labels and each label was checked against the orthophoto label overlay. Edits of arcs, label points, and wetland labels were made using either the digitizer or screen, as appropriate. Wetland labels follow the conventions established by Cowardin, L.M., V. Carter, F.C. 1.13 Native Data Set Environment: Digital data were produced using PC ARC/INFO version 3.4D on a Compaq DeskPro 386/33L (MS-DOS 5.0) with a GTCO Digi-Pad Super L digitizer; and PC ARC/INFO version 3.4D+ on a DECpc LPx 466d2 (MS-DOS 6.21) with a Numonics AccuGrid high accuracy digitizer. Forty-eight quadrangle-based wetland coverages were produced on the PC and file sizes range from 8.78 Kb to 2568.33 Kb. Data were exported as single files to the Adirondack Park Agency's HP 712/80 Unix-based workstation with ARC/INFO version 7.0.3.
