Description:
Abstract: Spatial data containing the state and private land classification defined by the Adirondack Park Agency (APA) for the Adirondack Park, New York State.

Purpose: Individual 7.5-minute quadrangle sections were mosaiced together into a single comprehensive polygon shapefile for easy display and accurate overlay. The final layer was re-projected to UTM NAD 83. This data set has been and will continue to be used to determine the zoning category of properties within the Adirondack Park, as well as for other types of analysis and display.

Supplemental Information: Each of the original data layers was an integrated file containing lines representing hydrography, roads, and municipal, state, and private land boundaries. The coverages included both polygon and arc topology and attribution. The projection of the original coverages was UTM, Zone 18, NAD 27.

Supplemental Information: The original data sets were tiled by 7.5 minute quadrangles. Polygon attributes consisted of 14 State and private zones and open water. Line attributes included hydrography, road, municipal boundary, and State/private boundaries.

Process Description:
Applied GIS, Inc. processing steps: Separate Arc/Info coverages of land classification were transmitted by electronic mail in compressed ZIP format from the APA. The individual Arc/Info interchange files were extracted from the zipped files using WinZip. An Arc Macro Language (AML) program was written to batch process the conversion of the interchange files to Arc/Info coverage format. A second AML program merged the polygon features of the layers into a composite coverage using the APPEND command. Polygon topology for the resulting coverage was defined using the CLEAN command with a 0.994 Fuzzy tolerance.

Interior boundaries between polygons with the same land classification code were removed by a DISSOLVE operation using the LCCD item. The PROJECT command was used to change the coverage datum from NAD 27 to NAD 83.

The final coverage was converted to shapefile format using the ARCSHAPE command.

Applied GIS, Inc. QA/QC analysis: Quality Assurance/Quality Control was determined by a series of tests. The geographic extent of the final shapefile was confirmed by zooming to the full extent of the data set. This operation identified potential outliers located beyond the quadrangle areas partially or wholly within the Adirondack Park boundary.

The accuracy of the type of attribute fields was verified by examining the ArcView field listing of the shapefile. Creating a summary table in ArcView confirmed valid attribute values.

The APPEND procedure created numerous sliver polygons along many east-west quadrangle boundaries. These features were edited by APA staff but may still exist.

The coordinate system of the final data set prior to conversion to shapefile format was verified by examining the coverage description in Arc/Info. The final shapefile was overlaid upon a theme known to be in the desired projection. Consistency between the known theme and the final APA Land Classification data layer was evaluated.

Process Description:
Adirondack Park Agency QA/QC analysis: APA staff edited out sliver polygons, assigned labels to polygons that lost their labels during the APPEND.
