DEC Regions in Adirondack Park

The following metadata was taken from the DEC Master Habitat Databank GIS server. The data set 'Municipal, County, DEC Region and State Borders of New York State' showing counties in DEC Region 5 was downloaded and 'unioned' in ArcView with the Adirondack Park Blueline boundary. The resulting theme contained polygons for Region 5 counties within and outside the Park. The county areas outside the Park were selected and deleted and the attribute table was edited to show which of the resulting polygons were part of Region 5 and which were part of Region 6 in a new field called 'Region'. The theme was 'dissolved' based on the 'Region' field to create the final 'DECregions.shp' data set, which shows the dividing line between DEC Regions 5 and 6 in the Adirondack Park.

Source of Information: NYSDOT, before 1989, limited documentation now available. This coverage was originally made by the NYS Department of Transportation and came to DEC via the Division of Equalization and Assessment. DEC made other modifications including the additions of items for county name and DEC regions. Documented changes made by the Habitat Inventory Unit are available by contacting the Unit.

  1. Cities and towns with the same name can be distinguished by using the item CITY or the redefined item MUNICITY. The value CITY will appear in these items for a city while nothing will appear for a town. Cities have a TOWNCODE value greater than zero and less than 20 while towns have a TOWNCODE value of 20 or more.
  2. The City of Geneva is unique in that it is divided in two by the Ontario/Seneca County border. However, the SWIS Code Order Listing published by the New York State Office of Real Property Services (formerly Division of Equalization and Assessment) has no code for the Seneca County portion of the city. Conversations with Real Property Services and the Ontario County tax mapping office shed little light on the reasons for this discrepancy. According to the Seneca County tax mapping office, the issue of how much of the City of Geneva is in Seneca County has been a matter of dispute between Ontario and Seneca Counties for over 100 years. Although complicated by some filling along the lake shore, the Seneca County portion of the city is essentially under water and therefore is considered State land not taxable by Seneca County (hence the lack of a SWIS code). U.S. Census Bureau reports to Seneca County include this portion of the city, so far with 0 residents. The above-described situation requires special coding of this area in this data set. Since there is no official SWIS code for the City of Geneva in Seneca County, an unofficial code of 459900 is entered for SWIS. This results in a CNTYCODE of 45 (indicating Seneca County), a TOWNCODE of 99 (number arbitrarily assigned, and not used in any official SWIS code), and a VILLCODE of 00 (indicating that the area is not a village).
  3. Two different SWIS codes are in use for the municipalities of Glen Cove and Long Beach in Nassau County. In addition to the value used by the New York State Office of Real Property Services, Nassau County has a different County Roll SWIS code. According to staff at the New York State Office of Real Property Services, both the state and county codes are valid. This data layer uses the County Roll SWIS codes for these municipalities.

BIOCOTOWN (Alias = Biometric Town Code): a code used by the Biometrics Unit to identify county and town. It is the first four letters of the county name followed by up to seven letters of the town or city name. When a town and city have the same name, the last character is replaced by a 2 in the city's entry.
