September 2025 APA Board Meeting Final Agenda

RAY BROOK, NY – The Adirondack Park Agency (APA) will hold its monthly meeting on Thursday, September 11, 2025. The meeting will be held at the Agency’s headquarters in Ray Brook, NY. The public is welcome to attend in person or remotely. 

Public comment will be available to members of the public who attend the Agency meeting in person as well as those who participate remotely. If you would like the opportunity to make a public comment remotely, please email your name and the phone number used to call into the Board Meeting to AgencyMeeting.PublicComment@apa.ny.gov. Those who sign up for public comment will be limited to three minutes each. Public comment will not be accepted on any agenda items that are before the Board.

On Thursday at 9:30 a.m., the Full Agency will convene for Executive Director Barbara Rice’s monthly report, public comment, and other procedural actions. 

At 10:00 a.m., the State Land Committee will convene for a presentation from Agency staff on the proposed final 2024-2025 Adirondack Park State Land Master Plan amendments package. Staff will also provide a resolution for Board action on the amendments package.

Then, the committee will be briefed by NYS Department of Environmental Conservation (DEC) staff on the Adirondack Rail Trail. DEC will provide background, an update on phase 3 construction and highlight future plans for improvements.

At 11:30 a.m., the Park Policy and Planning committee will hear an informational presentation from the Adirondack Rail Trail Association. Executive Director Julia Goren will provide an overview of the organization’s mission and how they work collaboratively under a volunteer stewardship agreement with DEC to maintain the rail trail as an accessible recreational asset.

At 12:00 p.m., the Public Awareness and Communications committee will be briefed on conceptional proposals to relocate APA headquarters to the Village of Saranac Lake. Staff will brief the board on proposals to renovative the Paul Smith’s Power and Light building and the proposed construction of a new office building at 1-3 Main Street.

At 12:30 p.m., the Regulatory Programs will convene to consider a proposed 5.0MW solar generation facility. The project site is located in the Town of Ausable, Clinton County.

At 1:00 p.m., the Full Agency will convene to take any necessary actions.
