February 2026 Board Meeting Preliminary Agenda

RAY BROOK, NY - The Adirondack Park Agency (APA) will hold its monthly meeting on Thursday, February 19th, 2026. The meeting will be held at the Agency’s headquarters in Ray Brook, NY. The public is welcome to attend in person or remotely.

Public comment will be available to members of the public who attend the Agency meeting in person as well as those who participate remotely. If you would like the opportunity to make a public comment remotely, please email your name and the phone number used to call into the Board Meeting to AgencyMeeting.PublicComment@apa.ny.gov.

Those who sign up for public comment will be limited to three minutes each. Public comment will not be accepted on any agenda items that are before the Board.

On Thursday at 9:30 a.m., the Full Agency will convene for Executive Director Barbara Rice’s monthly report, public comment, and other procedural actions.

At 10:00 a.m., the Public Awareness and Communication Committee will come to order for a Community Spotlight Presentation on the Village of Speculator which is located in Hamilton County. Mayor Jeannette Barrett will highlight the community's rich history, outstanding assets and unique challenges.

At 11:00 a.m., the Regulatory Programs committee will discuss approvability for a housing proposal from Homestead Development Corporation. The project involves the construction of 22 dwellings and an access road. The proposed project is in the Town of North Elba, Essex County.

At 1:00 p.m., the Legal Affairs Committee will convene to determine Unconventional Concepts (P2021-0276) appeal of the Administrative Law Judge's decision which granted party status to Adirondack Wild: Friends of the Forest Preserve in the public hearing for the proposed howitzer testing range.

At 2:00 p.m., the Full Agency will convene to take any necessary actions.
