Next Steps in Howitzer Testing Project Hearing Process

RAY BROOK, NY – The Adirondack Park Agency (APA) has received the certified hearing record for Project 2021-0276, a proposed howitzer testing project, marking the next steps in the administrative hearing process.

On October 8, 2026, the Agency received the certified hearing record from the Administrative Law Judge (ALJ), following a recommendation to dismiss the hearing based on the applicant’s failure to prosecute its case. The recommendation is not a final determination, and the matter remains subject to consideration by the APA Board.

Agency hearing staff are preparing a summary of the official record, which will be circulated to the parties for review. Once completed and sent, parties will have 10 calendar days to submit written comments regarding the completeness of the summary.

Following completion of these procedural steps, the matter will be presented to the APA Board for consideration. Under Agency regulations, the Board must act within 60 days of receiving the complete hearing record. The Board is responsible for reviewing the record and making a final determination.

The matter will not be considered at the Agency’s October Board meeting on 10/22/26. Board consideration is currently anticipated in November, subject to completion of the required procedural steps.

The Agency will provide additional information as the process advances.
