Business Parks Permitted by the Adirondack Park Agency

The Adirondack Park Agency has permitted eight business parks, six in Essex County and two in Franklin County. Two of the six Essex County business parks have Shovel-Ready sites certified by Empire State Development (ESD) and the Governor's Office of Regulatory Reform (GORR). Information on each of these business parks is provided in the sections which follow including current contacts. It should be noted that while two of the business parks include Shovel-Ready sites, others require additional permitting by the Agency once a specific business is proposed.

Keeseville Industrial Park
(Essex County IDA)

This 1976 project was the first business park approved by the Adirondack Park Agency. It includes six business sites and is fully developed. Operations within the Park include a pallet maker, a firm that separates and packages garnet as a municipal water treatment medium, a commercial uniform distributor, and an ARC training facility.

Ticonderoga Commerce Park
(Essex County IDA and Private landowner)

This 51 acre business park was permitted by the Agency in July 1995. Permitted features include the internal road layout, storm drainage system, water distribution system and vegetative screening. Subsequent permitting extended the municipal sewer. Further subdivision of the site and individual site development plans will require permits from the Agency.

The project was conceived by the Essex County IDA in association with a landowner. The IDA subdivided the first three lots from the balance of the site and constructed a 20,000 square foot “spec” building with permits from the Agency. The “spec” building, originally intended for manufacturing, has been sold for use as a boat sales, service and storage operation. An adjoining lot is being used as a National Grid regional service facility. The remaining IDA lot has been sold but is currently vacant. The balance of the Ticonderoga Business (36 remaining acres) is owned by a private landowner who is interested in further business development.

Moriah Business Park
(Essex County IDA)

This 30 acre business park includes five sites which have been certified Shovel-Ready by ESD and GORR and an original site on which an anchor, 20,000 square foot “spec” building has been constructed. The “spec” building is owned by the Essex County IDA and leased to Pre-Tech Plastics, a Vermont-based firm making custom machined parts. One of the adjoining Shovel-Ready sites is home to a local health care provider. The four remaining Shovel-Ready sites are currently being marketed by the IDA.

Chesterfield Commerce Park
(Town of Chesterfield and Essex County IDA)

The 102 acre Chesterfield Commerce Park has been designed in two phases. Phase I of this 2004 project includes nine lots ranging in size from three to five acres each. Four of the nine lots are Shovel-Ready certified by ESD and GORR. Additional un-subdivided space is available in Phase II subject to further permitting by the Agency. Roads and all utilities (water, sewer, and underground electric and telephone) are in place to serve the Phase I Shovel-Ready lots.

Westport Development Park
(Private owner)

The 32 acre Westport Development Park consists of five commercial/industrial development lots served by municipal water. The Town of Westport has also received a permit for the extension of sewer lines which have not yet been constructed. The Agency issued a permit for construction of a 15,000 square foot building on one of the lots but the project has not to date been developed.

Willsboro Commerce Park
(Willsboro Development Corporation and the Essex County IDA)

The first section of the 107 acre business park site (10 acres) was permitted by the Agency in 2001 for a new 20,000 sq. ft. building to house the operations of Old Adirondack, Inc., a manufacturer of authentic Adirondack cedar furniture. No further development on the balance of the business park has yet been proposed.

Harrietstown Business Park
(Town of Harrietstown)

The early phase of the business park was permitted by the Adirondack Park Agency in the mid-1990s and includes two business operations. The Franklin County ARC owns and occupies a 10,000 sq. ft. building in the business park. A second building, constructed in 1998, houses Bionique Testing laboratories, Inc., a firm which specializes in the testing of cell cultures and related products for the detection of mycoplasmal contamination. There is a pending application for a 100 acre expansion of the business park to include seven Shovel-Ready sites.

Tupper Lake Wood Products Park
(Franklin County IDA)

This 136 acre business park in the Town of Tupper Lake was permitted by the Agency in 1999. It includes two sections separated by a significant wetland area. The first section includes five proposed development sites and is served by municipal water and sewer. The second and larger section is not served by municipal utilities. The access road and infrastructure for the first section has been installed. The site is currently being marketed for wood-using facilities and other commercial and industrial uses.
